If you browse to the directory using a web browser "http://localhost:8123/uri/URI%3ADIR2%3A...", the browser displays a list of children and several links that you can select for each child, such as JSON, URI and Readonly-URI. Those links do not work if you have a '#' character in the child's name. It appears that the file name is not being url encoded in the link.
